 Years ago, the necessity of people's easy and quick access to the primary sanitation and health facilities was felt by the related organizations. The problems of the country at that time such as scattered villages, lack of facilities, financial & human sources, transportation and transit of services to outlying areas and etc made the government men implement different programs in order to facilitate people's access to primary health facilities. The experiences gained from the mentioned programs, also global conference of Alma-Ata in 2000 in which health goals were set for everyone, and the thought of primary healthcare (PHC) made the intellectuals of the country Iran to design an extensive and dynamic system throughout the country. Thus, the health and treatment networks were established in Iran.

 Establishing health and treatment systems is an influential and efficient strategy to attain health goals for everyone. This system is trying to implement the different goals of PHC by means of considering basic principles such as social justice, proper technology, harmony among the sections, and people participation via referral system. Network developing and health improvement group is pursuing the goal of creating an appropriate structure and situation to provide the required sources (e.g. human source, physical space and equipment) and to create cross- sectional harmony among the expert groups in order to give health service in the covered unit, by means of coordinating and cooperating with expert groups of department of health, as coordinator and policy maker.

- Providing and promoting Primary healthcare (PHC) by means of developing and reinforcing health networks in urban area such as health complexes.
